It’s an officer with his gun drawn because he is under fire and doesn’t know where the shots are coming from.

Don’t you think it’s strange he goes into a stance, lifts up his gun and THEN we hear shots?? Unless he is responding to gun flashes he sees coming from the hotel? I just think it’s very strange why he would do that, even if he saw the gun flashes, I would think he would be more interested in ducking than returning shots with a handgun so far away, plus it doesn’t look like he is aiming at the hotel.
I agree. He is thinking there is a shooter somewhere out in the crowd and then as he raises his gun and moves forward suddenly another burst of bullets rains down from above.
