Looking at the video, at the start you can see (for lack of a better word) flashes of white light panning the crowd then turns off. The light comes on again then turns off. Then you see the guy in the vest crouch down and the light come on again pointing in the direction he’s facing. I think it’s a flash light he has in his hand and not a gun.
It is a police officer, and the safety vests they wear have “POLICE” marked vertically on the right hand side
