Distribute enough rounds over a "beaten area" -- densely covered with humans -- at a high rate of fire, and, statistically, you're going to hit lots of people. Add in hard surfaces and a grazing angle, and your misses become ricochets that, while less lethal, will sigificantly up the casualty count
Granted, some may be hit in the little toe, and others, between the eyes -- and many may escape unscathed -- but, it's nearly impossible not to create a lot of carnage and chaos.
