My ten year old can empty a 25-round Ruger 10/22 magazine in less than 20 seconds, quite accurately to my surprise, and swap magazines (not so fast at the moment), and repeat. Easily sustain 50-75 rounds a minute, consistently hitting his target at 25 yards; slow down a bit and same at 50 and even 100. Practice and he’d be and will get better. Bet he could get to 200+ per minute if I let him practice and focus on that goal, which I won’t. BTW, there are videos out there of professional shooters firing 20-30 rounds in seconds with semi-automatic pistols, hitting their targets every time. Practice and experience lead to speed and accuracy. So, what is the measure for “firing rate” that would be meaningful? Is there a threshold that a mere finger can reach? Ban any gun or device that can or enables exceeding that? I’m suggesting a serious discussion here, not simply dismissing any limit to avoid discussion. Your thoughts?

The same folks that invented “assault weapons” will define the acceptable “firing rate”.
