Actually I had thought of a similar theory at the beginning but discounted it once I heard about the injured security guard. I thought the guard was accompanied by police who then busted into the room. The first account seemed to imply that.
It all depends on the timeline and whether the security guard was alone or not.
However another issue is — the ownership of the guns found in the room. To believe such a theory one has to believe ISIS or someone got this dude to bring all his guns to that hotel room ... or ISIS kidnapped him and helped him bring in the guns.
Not sure if this theory manifested itself here or not ... but this concept is a viable approach for ISIS because they don’t expend their terrorist resources and they get the FBI bogged down chasing a phantom suspect.
The security guard was alone, but just for a few minutes. Officers arrived “on the 32nd floor” within 15 minutes of the first shots, but WHERE on the 32nd floor. If you’ve stayed in Vegas you know each floor has multiple wings and very long hallways.
The guns and ammo in the room were “sales samples”. My theory is that Paddock has been selling illegal weapons to bad hombres for years and laundering his cash sales through real estate and gambling.

It's all just mere speculation but the possibility this was a coordinated jihad attack as suggested by the fact that Paddock had surveilled multiple venues including several options in Boston, Life is Beautiful Festival, LV, as well as the Paddock Booked Hotel Overlooking Lollapalooza in Chicago this past August (which was attended by Obama's daughter)...this suggestion by MEMRI is becoming more plausible as time passes:
