Because he killed himself before he used it all.
Why is one of the guns set up over his dead body?
Because it fell there or was leaning there when he shot himself with the revolver that is not shown in the picture.

Why is there so much ammo left unused?I think the security guard who went to the door of the hotel room saved many lives and injuries.
The shooter shot through the door at the security guard, hitting him in the leg.
Because of the security guard, the shooter apparently was under the impression that police were coming for him at that moment and decided to go ahead and shoot himself, with much ammunition left.
