One of the mistakes of the Progressive Era, along with the income tax amendment and Prohibition, was making the Puerto Ricans US citizens instead of preparing them for independence (like Cuba and the Philippines). They compete in international sporting events as if they were an independent nation. Maybe that is the only long-term viable solution: independence.
