Yes, now is the perfect time. And while they are at it, pass legislation making it impossible for the NFL, or any other privately owned commercial sports enterprise from being able to get places to play financed by the taxpayers. Furthermore, there should be “rental schedules” with specific terms, designed to retire the bonded indebtedness that has already been incurred. No moving of teams and leaving local taxpayers with bills for stadiums and arenas. Only two ways out, pay it all off, or declare bankruptcy and be proscribed from restarting any franchise that does so.
