Maybe Im missing something here. The article says the PLCB showed a loss of $114.3 million AFTER it paid $216.7 million to the state. That's what I saw. The issue is that the State was sucking ALL the profit out year after year. The state doubled their transfer demands this year, and it was more than the actual profit causing the plcb to post a loss.
