In Dumas’ wonderful revenge fantasy novel, “The Count of Monte Cristo”, Marseille came off as a violent and dangerous place... in the 19th century.
Port towns are often rough, but sometimes have more than just rough problems because they are sites of infection for foreign pathogens.
