Tiny place. How many airfields do they have? A decent runway attack and all their planes become ornaments.
Like the Swiss they don’t rely solely on airfields...
I think the Singapore template makes sense (somewhat) for Qatar. A lot of Singaporean aircraft are based in the U.S., France and Australian. Turkey would serve the same purpose for Qatar.
