No doubt, but he now servers as an example to other cabinet members to be careful with Taxpayers money.
Sounds intentional to me
He’s not a neophyte. Been in congress a long time. Wouldn’t have done thus as a congressman. So, why would a cabinet member, a group he oversaw, think he could do this?
It’s not unreasonable to think he blew this up on purpose.
If so, why?
