The Army should require him to have a psychiatric evaluation. And if it is determined that he has mental health issues, he should be relieved of duty, with a medical flag on his 201 file, and placed under inpatient mental health care.

The Army often does this for those with alcoholism.

With such a flag on his file, he cannot be discharged until his health issues have been addressed, which could amount to several years. With infrequent evaluations by a medical board.

And as necessary, his physician may require him to take therapeutic medications. Once he is cleared, he may be discharged and turned over to the VA for follow up care.
