The 1st Amendment says what it says, Congress shall make no law. They haven’t, at least directly. But what we have allowed is for the 3rd branch, the judicial, to break the 1st thru its rulings based on ‘separation of church and state ‘ Those words don’t exist. Congress doesn’t have to legislate, they let the court do it.
