Clinton lost because, on election day, few really knew what she stood for. Most of her 2016 positions were 180-degrees from her 2000 Senate positions.

It all depended on what city, State and audience she was dealing with at the moment...She and her staff of about 500 spent countless millions$ identifying the right buttons (dog whistles) to push for the right audience combination.

It did not always work out.
