Twenty million is widely accepted as total Stalin victims including forced collectivization and gulags. The number is probably low.
The post-breakup organization Memoriale placed the number closer to 40 million, and that was based on the avalanche of availablity of the old secret police records. Metiiculous records, mostly with photos of the victims, were filed, showing the phony charges and the dispositions (execution, gulag).
