When the Dem leaders want something, they whip their congresscritters/senators into voting for it. The Rep leaders could do the same, if they really wanted it.

I agree. But we also noticed there wasn't the hint of a threat by McConnell to strip chairmanships or anything like that in the last vote, and a McCain or a Collins or a Murkowski has enough chits in other places accumulated to strike back if McConnell tried, which he wouldn't anyway. We are along ways away from having the kind of Senate that will be able to whip up votes in support of base issues.
