You mean the military with two almost sunken destroyers? I am ex military and I have family serving. They are not war ready. Eight years of social experimentation before military readiness has taken its toll.
Some exclusive units remain war ready, apparently except the crew of destroyers.

The destroyers will be repaired and the commanders who oversaw the training have been relieved of command.
The strategies and weapons being employed will not require thier service.
