The vote for President is a vote of the STATES, not of individuals. Individuals’ votes are only relevant to determining which candidate their state of residence will support in the national electoral college. So within their respective state only, the so-called popular vote is relevant. Beyond that, it is meaningless.

I should add that it is also silly for Hillary to be claiming to have “won” the mythical national popular vote when millions of absentee and provisional ballots were not, and never will be counted. No one truly knows who received the most votes nation-wide.
