I call bull $hit. Central government teat suckers in powerful positions do not quit unless alternative well funded jobs are guaranteed. Two out of ten thousand is not even a drip of swamp drainage.
Yep, plenty more work to be done.
But I don't need to eat the whole pie all at once. I can eat it a slice at a time, and still be plenty happy.
