It means nothing because the Courts don't even read it any more. The Supremes may read it, but they certainly don't like it except for a sometimes slim majority.
The left has killed us by heading to friendly judges for stupid rulings that may or may not get overturned, even if they are, a lot of damage is done that may never get undone.
You can argue whether the Constitution is a dead letter or not, but you should have no trouble understanding what a Constitutionalist (in the American context) supports.
