The malapropisms can be funny --- "laid 'im on the green" for "Lady Mondegreen" is legendary--- and once I saw Rev. Jerry Falwell on the TV talking about a "Salt" Ministry (you know, like "you are the salt of the earth") and it was captioned "Assault Ministry". But it's not funny if you're conveying Hurricane Survival information.
Maybe better if the Governor delivered the information via PowerPoint? Because subtitles are the worst.
Just my experience. YMMV.
I have noticed that many words are just downright wrong and misspelled. My stepfather is HI and we keep the captions on for him.
