I'd go further. Medical mutilation at any age should be against the law, because it is a serious violation of medical ethics.

Any surgeon who would treat a mental/emotional condition ("dysphoria") by deliberately mutilating the patient's genitals should lose their license to practice -- at least. I would call for jail terms for felony maiming.
