anyone in the chain of authority... in other words, much more than just the cop who arrested the nurse, and more than the cops who stood by and did nothing. They may be going after whomever was possibly trying to cover up the consequences of the police chase by blaming the victims. THAT individual needs to be removed, whatever level they are.

Everyone involved, the captain, watch commander etc, will deny all, and all involved will likely throw the arresting officer under the proverbial bus, saying he misinterpreted what they told him. They'll likely be able to get away with it because I believe much of the communication at the time between the cops was via cellular telephone calls.
Just speculating here.

Agreed. I think they passed it on because the orders came from much higher up the chain.
