“Salt Lake County District Attorney Sim Gill has requested the FBI’s assistance in the investigation into the arrest of a Utah nurse who refused to allow a blood draw from an unconscious patient without following proper procedure.” Who is not following proper procedure? The person making the the arrest, or the nurse. You cannot tell.

The letter specifically refers to law enforcement.

The only person mentioned is the nurse. So she refused the blood draw without following proper proper procedures, in other words, she followed proper procedures and therefore refused the blood draw.
