Go back and read the Constitution. What you propose requires a Constitutional amendment proposed by Congress or the state legislatures, and ratified by 3/4 of the states.
Ah, but the Congress CAN set rules for itself. And the only branch of government that says you cannot reduce their pay is the judiciary.
