The EMP Commission was established pursuant to title XIV of the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 (as enacted into law by Public Law 106-398; 114 Stat. 1654A-345). Duties of the EMP Commission include assessing:
- the nature and magnitude of potential high-altitude EMP threats to the United States from all potentially hostile states or non-state actors that have or could acquire nuclear weapons and ballistic missiles enabling them to perform a high-altitude EMP attack against the United States within the next 15 years;
- the vulnerability of United States military and especially civilian systems to an EMP attack, giving special attention to vulnerability of the civilian infrastructure as a matter of emergency preparedness; the capability of the United States to repair and recover from damage inflicted on United States military and civilian systems by an EMP attack; and
- the feasibility and cost of hardening select military and civilian systems against EMP attack. The Commission is charged with identifying any steps it believes should be taken by the United States to better protect its military and civilian systems from EMP attack.
Multiple reports and briefings associated with this effort have been produced by the EMP Commission including an Executive Report (PDF, 578KB) and a Critical National Infrastructures Report (PDF, 7MB) describing findings and recommendations.
The EMP Commission was reestablished via the National Defense Authorization Act for Fiscal Year 2006 to continue its efforts to monitor, investigate, make recommendations, and report to Congress on the evolving threat to the United States from electromagnetic pulse attack resulting from the detonation of a nuclear weapon or weapons at high altitude.

Thank you for posting real insight into this. The difference in a nuke attack and this is that millions will die, but will die more slowing in much more agony from the EMP than the nuke. In this nation we rely on electricity for everything. The growing of and preservation of food, the production of gas, etc., from petroleum products, lights, heat, everything used in hospitals, communication, travel, etc. etc. etc...I mean, anyone who is not thinking seriously about this is a fool and it is a travesty that this is not on the front burner of our government concerns. I am hoping that we would be able to detect and wipe NC off the face of the earth if they should carry out such a thing as they have threatened. They need to be stopped and they need to be stopped NOW. However, the effort to shore up our electrical grid needs to begin TODAY. The brutal regimes in this world may think that the best way to defeat America is through an EMP attach and that should be on the minds of our scientists day in and day out. The times we live in and what we focus on is beyond insanity.

By “physical damage”, I assume you mean infrastructure - electricity, gas pumps, communications, vehicles, transportation to distribute food and goods, sanitation, hospital operations, etc. With EMP, lives ARE over, and health issues don’t matter any more. It’s just a more torturous way to die than with a nuke.
You should be aware that about 90% of the population would die in the first year following EMPLOYEES attack that takes the grid out. Additionally there would most likely be invasions and other attacks as well. We would instantly be thrown back to mid 1800’s technology.

IF successful (which is the main question), it’s a slow death to 80-90% of the nation. Read “One Second After”, which dramatizes the report in a novel fairly accurately; the prose is just ok, but enough to give nightmares for weeks.
In short:
I am so screwed.
The US should figure out, that after 70 years, SANCTIONS never work and that states like Iran and the NORKS have nothing to lose whereas the West does...big time.
Consider the possibility of everything going dead, completely dead, indefinitely. It would be worse than technology reverting back to 50 years ago because that old technology doesn't exist any more.
All forms of transportation, all forms of communication, power production, EVERYTHING would be dead forever. Permanently damaged and beyond repair.

What better way than an EMP to exterminate a technology dependent population without destroying its natural resources. What value is there in destroying a continent when you have 1.3 billion people and your population is growing needing a place to live?
