Basically a talk shop for all cabinet departments and agencies with any regulatory functions. Can be used to try to get folks on the same page. Scalia once headed it. The chair usually has some other government office

also, if you don’t have nominees, the agency doesn’t go away — it just means that holdovers or low-level bureaucrats are in charge, and not people on the side of the POTUS.
