Your "couple of a couple regional refineries" (are you trying to say two or four?) include the two largest in the US - the Saudi refinery in Port Arthur (the largest) and the Exxon facility at Baytown (number two).

Hate to be the one to tell you, Sparky... but 1) the overwhelming majority of the refined gas distributed to the Dallas area comes from the north, 2) there is plenty of gasoline supplies stored in area distribution centers around DFW. This is nothing more than panicked dumbasses believing media and other braindead morons on social media... nothing more than a self-fulfilling prophecy.
