It says that 5.8 percent of the population are Black Women.

BS! You're not very slick. Ya left out the word, CITY!

Here is the exact quote below. Can you read?

They're talking about the population of black women in SF, no? If not why in tarnation would they say they're 5.8% of the city's population but account for 45.5% of women arrested.

Get it right.

Because they have an agenda; Excess Policing was mentioned.

Think of this if you will in relation to the statistics mentioned.

This is census data for the City of San Francisco collected by the US Census Bureau.

but accounted for 45.5% of all female arrests in 2013, according to the report from the nonprofit, which works to reduce incarceration.

This would be crime data collected for the FBI by the LEO agencies in SF. This date would be collected in relation to the FBI requirement which would include Sex, Race, Age and immigration status. Residency would not be in this statistic.

The agenda of this writer would not profit by point this out.
