If they include Bradley Manning in their study it will skew the results.
There are two simple issues that they can’t get past.
1. If you agree to fund the medical procedures here...it would easily go over $100,000 per episode. But you also open the door where Sergeant Joe’s wife comes in and she wants a boob-job....free of charge, and DoD would have to start paying for that. Then Sergeant Joe’s son would come in (16 years old) and ask for the transgender surgery, and you’d have to pay for that, and then Sergeant Joe’s daughter would come in (14 years old) and ask for a boob-job as well. The price-tag? You could be talking about $500-million a year minimum.
2. Doctors say that for each person undergoing the gender medical procedure....you can figure that the individual is NOT deplorable for at least 200 days. Why would you keep a guy on your pay-roll...if they weren’t of any deployable use for 200 days? Would the NFL keep such a guy? Would the NBA keep such a guy?
Both of these problems make this almost impossible to iron-out a workable policy. Unless you said no money would pay for the surgery, or that you’d move the guy for his 200-days to some reserve status and pretend he doesn’t exist.
