Step 1 - Congress passes a law disallowing sanctuary state (SS) drivers licenses as ID for every federal purpose. That includes for use at airports, federally chartered banks and any state program that receives any federal financial assistance.

Step 2 - Congress restricts the current 9th court district to matters occurring on the land under the court house building. All other federal matters will come under the supervision one of the two new districts that will be created to handle the cases of the former 9th.

The GOP will never pass legislation required to make the establishment of “sanctuary” states or municipalities a criminal offence. Juan McCain and the rest of the RINO scum will scuttle this even if it were to pass the House.
