Skepticism is a good idea here. Author Vaughn’s information is out of date.
Radar has improved somewhat, over the decades: modern airborne systems like E-3 and E-8 can detect targets below them and which are moving slowly (E-8 detects movement of ground forces, which rarely reach the purported 40 mph speed of the An-2).
Air intercept radar aboard fighters has advanced as well; many fighters can cruise above a low-flying target, pick it out of the background clutter, and launch a radar missile, or a passive homing missile (”heat seeker”). Camouflage paint is no help in such situations.
