I don’t agree, they can evacuate the specific sections of the city that they know from past experience and simple elevation are almost certain to flood the most.
They can even do the evacuations in careful sections assigning to each address a time slot to leave as to prevent traffic jams.
They can further enhance evacuation efficiency by using the police to open both lanes to outbound traffic only as to maximize output and minimize input.
While a city might not be evacuated completely in 48 hours, you can certainly get most of the people in the areas most likely to flood out. The rest on relatively high ground can more safely ride out the storm.
