They cash in early with the government money. They dump these people on society. Get paid. Then innocent citizens have to deal with this crap.
Personally, I consider them immoral. If they want to wave their Catholic Charities banner, they need to take full responsibility for them without taking my tax dollars. And they should be required to take responsibility for these people for many years. Not just the upfront cash to dump them on innocent people.
