Evaporative cooling with water. A typical swamp cooler consists of a large aluminum or plastic box whose sides are fiber/based filters sort of the consistency of loofas. Water is dribbled through the fibrous filters and a large cylindrical spinning fan blasts air from the inside of the box through the wet pads. It’s an effective and inexpensive method of cooling. When the humidity is too high, it doesn’t cool as effectively. Air conditioning didn’t become affordable and widespread in Phoenix until the 1970’s. Up until then most residences, schools and businesses used evaporative/swamp cooling.

Think about the word "minor" and what it means. It only has meaning within the context in which it is used. A "minor" crime is still a crime. The word is only used to give comparison to those crimes that are "major", such as murder, rape and arson.
Drunk driving is a crime to the degree it poses an imminent danger to the safety of others. It has proven that it does. Once a drunk driver actually hurts someone, then it isn't just the drunk driving, but the actual harm he has caused that makes it more serious.
In other words, drunk driving is a minor crime until the day he runs into something or someone and causes property damage, personal injury or death, and then it changes from drunk driving into aggravated assault or manslaughter; more serious crimes.
So, I don't think this guy was minimizing to call his drunk driving conviction a minor crime. It doesn't change a thing for him though, in terms of his punishment. DUIs will get you jail time.

If Executions were more Texas style 5 yrs we’d have less crime too. We have 1 on TN DR 20+ yrs ALL state and Fed appeals, 2 jury trials all up held. Crime 1990, victim 8 yr old girl, he brutally beat, raped, strangled, wrapped her unconscious body in a blanket threw her off a dock in Memphis to drown. We use threats by action as a crime when it can kill someone.
Think if someone shot a machine gun across a school yard at recess but didn’t hit a single child; all the bullets went straight through and hit in a field behind the school.

Of COURSE it's a crime, but it's a less serious one than if he mowed down 100 kids. No?
True. So, calling DUI or shooting in a school yard a “pre-crime” isn’t accurate. It is still a crime as they place people in real danger, and they are actions and not thoughts.
Movies such as “Minority Report” are about thoughts of actions and not actions. DUI is an action. Shooting through a school yard is an action. Lesser crimes than if either resulted in actual harm.
