Staying dry doesn’t obviate the need to eat, drink, and toilet. Decent planning involves the aftermath, too. And the fewer people you need to take care short term, the better.

A lot of land in and around Houston has a high level of clay.
Clay has good and bad water properties. It can hold a lot of water. However, it does not absorb water quickly. Even in just a very heavy downpour in and around Houston (when I was there), immediate road flooding was normal. The length of time it continued to rain very hard determined how quickly the water would subside, but because the clay can hold a ton of water it would eventually subside.
