Getting rid of ALL of the people and replacing them with lefties, which IS what he has been and still is doing, is NOT "playing it by his book" at all...unless he has been snakeoiling us since '15.

And at this rate, he won't get one major damned thing done! Little piddly stuff, that we also want/like ( such as pardoning Arpio ), but that's just NOT enough!
