No, it doesn’t provide “that anyone” can swear out a complaint. Read the bill which limits those who can swear out a complaint to “A law enforcement officer or a family or household member of a person”.

That’s anybody; meaning you don’t need to have any special certifications. It did not necessarily mean any stranger to another.
