Bad design. First design. Determination as to "bad" comes from successive iterations, from which they had no benefit and they had no benefit of hindsight as you do.
Would you call the first automobile a bad design?

It was not A.S.M.E. certified because the Authorized Inspector did not sign off on it and it was put into use anyway. Big law suits to follow.
