I suspect you're right. Also make the junior officer perform under a little bit of pressure.
#1: The USN has failed to place enough emphasis on actual “sea time” for training and advancement. “Sea Duty” is treated more like a means to an end for junior officers and rates. Sim-Time is a poor substitute.
#2: If the USN continues to allow vessel commanders to turn off A.I.S. In high traffic areas, we can expect more collisions to occur. I believe the McCain, while not “stealthy” has a radar sig low enough to get lost in the clutter of a poorly tuned radar.
#3: War-time excepted, the “Law of Tonnage” always prevails.
