Destroying monuments, statues, etc. is a tactic of the Taliban, ISIS, etc. enough said.

But first the CIA/Isis theory.
If you go back in history to the Sadaam Hussein era you can get a feel for where ISIS may have had at least part of their beginnings.Well trained muslim guys who were all Sunni and were willing to do almost anything to get rid of infidels or anyone who wasn't sunni.
Somewhere along the line the CIA started using these goons to do some of their dirty work and the two formed a sort of joint venture.
If you want an example look at what the CIA did in Lybia,hiring 250k terror types some of which had to be ISIS. ISIS did all the dirty work. CIA provided security and black money.How else do you explain how they never get totally taken out phamplets flying down from planes warning them,and how they rapidly expanded under ozero from 3,500 to 35,000. Now they are all over the mideast, North Africa and who knows where they are here and in South and Central America. Only one organization has that kind of reach, that kind of power,to make stuff like that happen and keep anyone viable.
CIA.
So my take is ISIS has become the naughty stepchild of the CIA and we may never get rid of them unless we stop the rouge elements of the CIA which have been alive and well for decades.
Once again history repeating itself. Henry VIII's successor Thomas Cromwell did a fine job of destroying the majority of Catholic churches and monasteries in England. And then he got really mad and went to Ireland
