There are rumors that the destroyer was occupied in snooping upon a certain hi tech facility near the shore and missed the container ship’s location.

That conflicts with the facts that the Captain and most of the crew were asleep, and it seems some of those 'on watch' were in the lounge.

Doesn't sound like there was any hi tech snooping going on.
