Taking my cue from the late great Bob Grant who referred to the feckless David Dinkins during his time in NYC’s highest office as In Lieu of Mayor Dinkins, I hereby bestow the same on Wes Bellamy who henceforth shall be referred to as In Lieu of Vice-Mayor Bellamy.
