Limit the vote to property owners (21+) and veterans only.
I remember the time when the voting age was twenty-one and the Progressive Leftist cry was if a man of eighteen was eligible to fight for his country then he had a right to vote for the people that lead country.
The voting age of seventeen is a step beyond the pale.
Lots of people rent apartments ( hence they don't own any property and what 21 year old or even 30 year old owns property today? ) and some people can't serve in the military because they have health problems that preclude them from serving. Besides, do you REALLY want an 100% draft? You want queers and trans in the military, dopers, ALL women?

Can you name a founding father other than Washington who was a “veteran”? It’s not just vets who have this countries interest at heart. Infact, I have met quite a few military, both active and retired who are mindless bleeding heart liberals.
Sometimes the people who are supposed to be on our side fight is more than the opposition.
