I'm broadly defining the word. Did it strike terror in the folks that got hit as well as a lot more people that didn't get hit? if so, then it is, by definition, terrorism. ter·ror·ism ˈterəˌrizəm/Submit noun the unlawful use of violence and intimidation, especially against civilians, in the pursuit of political aims. So, if he did it on purpose and it was pre-meditated, it is, technically, terrorism. Thing is, I don't attach a lot of baggage to the word. TO me, it only means what the definition above means.
