One of the biggest reasons there is so much money needed for inner cities schools is because they (usually democrats) have a way of getting all their friends jobs where they don't have to do much in order to get their paycheck.
If the school system happens to hires someone to clean it up, that person gets drummed into the woodwork.

Here in NJ ALL of the public school systems cost a bundle of money; the teachers’ unions have reduced residents to serfs working away for the public school teacher caste. Whether you rent or own, you are just renting from the teachers’ unions...
