It is not legal to charge the tax for SNAP recipients.

Well SNAP! That should kill it in Seattle and Philly too.

Nosing around a bit, it looks like Philly collects the tax directly from the distributers versus a tax at the cash register.

Did they set up a difference between wholesale and retail? I know in Philly they made a big deal that the customer wasn't paying the tax: it was BIG SODA and the city councilmen were shocked, shocked that retail prices went up rather than the wholesalers and retailers absorbing the price increase.
