Rosenstein’s authorization memo appointing Mueller does not state the grounds for the authorization. Rosenstein does not state:
what violation(s) of law are suspected
what evidence exists to support those suspicions
a time limit for the conduct of the investigation
It is a great gig for a high profile lawyer.
He gets to be a big boss of bunch of other high price lawyers.
He can take as long as he wants. He gets his name in the national press for a LONG time.
Only thing is he has to in the end justify all that money spent. So eventually someone has to go to jail.
Fortunately eventually, if you depose enough people, someone will slip up and you can get them on perjury. Even if there is no underlying crime lying under oath is a crime.
