Why was the D.C. Police Dept. so quick to rule it a botched robbery when no money was taken?

Money taken = successful robbery.

No money taken = unsuccessful robbery.

Of course it's possible that it wasn't a robbery, but "botched" and "no money taken" go together.

Sorry, but he just doesn't look like somebody who'd turn over emails to Wikileaks.

He does look like somebody who might happen to be walking down the wrong street at the wrong time in the middle of the night.

Money taken without committing murder = successful robbery.

Money taken and killing someone in the process = botched
robbery.

No money taken and murder committed = no robbery at all.
